जलसमाधि ले सकते हैं टिहरी के आसपास के गांव
: डिजास्टर मैनेजमेंट एंड डेवलपमेंट पत्रिका की रपट : टिहरी बांध के आसपास के दर्जनों गाँव कभी भी धसक सकते है। सितम्बर में हुई तेज बारिश के बाद टिहरी बांध के जलाशय में पानी का स्तर काफी ज्यादा बढ़ा और कई गाँव डूब क्षेत्र में आ गए। साथ ही कई गाँव में जबरदस्त भूस्खलन की चपेट में आए पर अब यह खतरा और बढ़ता जा रहा है। कई जगह पहाड़ धसक रहे है और जमीन फट रही है। यह बात पूर्वांचल ग्रामीण विकास संस्थान की पत्रिका ' डिजास्टर मैनेजमेंट एंड डेवलपमेंट' की कवर स्टोरी से सामने आई है।
पीजीवीएम ग्रुप एवं पत्रिका के मैनेजिंग एडिटर और सीईओ एपी सिंह हैं. एपी सिंह अमर उजाला, लखनऊ के यूनिट हेड और जीएम भी रह चुके हैं. उन्हें पत्रकारिता में कई सालों का अनुभव है. उनके निर्देशन में पत्रिका का पहला अंक 25 दिसंबर को आ रहा है। यह पत्रिका प्राकृतिक और मानवीय आपदा के साथ जलवायु परिवर्तन, पर्यावरण, जल, जंगल और जमीन के सवाल पर फोकस करेगी। पत्रिका अंग्रेजी और हिंदी दोनों भाषाओं में होगी। पत्रिका के पहले अंक में बारिश और बाढ़ आदि पर पश्चिम बंगाल, तमिलनाडु, उतराखंड और उत्तर प्रदेश की रपट दी गई है।
पत्रिका के पहले अंक की कवर स्टोरी 'धसकते पहाड़ और फटती जमीन' में नई टिहरी में भूस्खलन का जायजा लेते हुए लिखा गया है -उप्पू गाँव तक पहुँचते-पहुँचते टिहरी बांध से बनी झील के किनारे

नाकोट गाँव के गजेंद्र रावत ने उस पर बसे गांवों की व्यथा सुनाते हुए कहा - बांध बनाने से पहले ये लोग पुरानी टिहरी के पुल से पंद्रह बीस मिनट में नई टिहरी वाली सड़क पर आ जाते थे पर अब सड़क के जरिए आने जाने में कई घंटे लग जाते है। पर समस्या यही ख़त्म नही होती। खेत झील के पानी में समा चुका है और गाँव पर खतरा मंडरा रहा है।
टिहरी बांध के विनाश का यह नया आयाम है जिसपर किसी का ध्यान नही गया है। जिस तरह जमीन धसक रही है उससे देर सबेर दर्जनों गाँव झील में समा जाएंगे। इस क्षेत्र में 75 गांवों पर खतरा मंडरा रहा है और इस सिलसिले में जल्द कोई पहल नही हुई तो अगली बारिश में हालत गंभीर होंगे।
रपट में टिहरी बांध के आसपास बसे गांवों पर भूस्खलन के बढ़ते खतरे को बताया गया है। दूसरी तरफ पत्रिका की दूसरी विशेष रपट में गंगा, पद्मा और तिस्ता नदी से होने वाली तबाही के बारे में जानकारी दी गई है। पत्रिका के संपादक डाक्टर भानु (एमबीबीएस, ऍमएड) हैं, जो पिछले दो दशक से डिजास्टर मैनेजमेंट के क्षेत्र में सक्रिय है। डॉक्टर भानु नेशनल एनजीओ टास्क फोर्स ऑन डिसास्टर मैनेजमेंट भारत सरकार के सदस्य हैं तथा आइएजी उत्तर प्रदेश के अध्यक्ष भी हैं। प्रेस विज्ञप्ति
“Disaster Management & Development” : A Bilingual Monthly Magazine
Poorvanchal Gramin Viakas Sansthan, an NGO active in Uttar Pradesh and Bihar for last two decades, is hitting the stands with the first ever bilingual monthly magazine aimed at making people aware of natural disasters and finding ways to cope up with the same .
In it’s inaugural issue, the magazine has highlighted dangers arising out of construction of the Tehri Dam. Incessant rains this season have played havoc in Tehri and welling of its reservoir has posed a serious challenge to its inhabitants. The dam is located in fragile Eco System of Himalayan Foothills. We have observed that more than 75 villages are at the verge of getting destroyed.
The magazine has also highlighted problems being faced by locals in West Bengal because of floods and a similar problem in Tamil Nadu. At both places people have suffered huge losses.
Disaster Management Act 2005 and National Policy and Guidelines describe national commitment on Disaster Management, keeping MDG and Hyogo Framework for Action in mind.
We have been doing the job of educating people about natural disasters but the exercise was restricted to a limited reach .These days we see that frequency and intensity of disasters are increasing due to impact of climate change. This is not taken consistently by routine publications . Hence we decided to publish a monthly magazine on the issues related to Disaster Management & Development.This will be a bilingual publication in English and Hindi languages.
Mr. A P Singh is th Managing Editor and CEO of this magazine and PGVS . Recently he was attached with Amar Ujala, Lucknow as Unit Head and GM . Dr Bhanu (MBBS,DTM & H,M.Med) is the Editor of this magazine who is working in this field from more than last two decades.Dr Bhanu is member of National NGO Task Force on Disaster Management, created by National Disaster Management Authority(NDMA),GOI.He is also member in SPHERE INDIA and Sahyog network of NGOs.He is Chairperson for Inter Agency Group,Uttar Pradesh,which ia a coalition of National,International NGOs,UN Bodies and local government.
